Custom Software for Government & Public Sector
Government agencies must deliver citizen services efficiently while meeting strict security and accessibility requirements. We build accessible, secure systems that serve all Australians.
Government teams are usually serving citizens through systems that predate the services themselves. Applications arrive through web forms that email a PDF to a shared inbox. Case officers track approvals in spreadsheets because the legacy system can't model the current process. Citizens phone to ask about progress because there's nowhere to check online. The big core platforms are hard to change and expensive to touch, so the workarounds accumulate — and so does the manual handling between them. Then a freedom of information request or an audit lands, and assembling the record takes far longer than it should, because the record is scattered across those same workarounds.
We should be honest about where we fit. IntraCode is not a prime contractor, and we don't pitch for whole-of-government platforms. Where a smaller development team genuinely helps is the layer most citizens actually touch: an accessible online application form that replaces a PDF workflow, a case management tool that matches how your team actually processes requests, a public-facing portal or register, or an integration that moves data between GovCMS, ServiceNow, or Dynamics 365 instead of staff re-keying it. For local councils and smaller agencies, that kind of focused build is often the difference between a service being digital in name and digital in practice. We also work comfortably alongside larger vendors — building the citizen-facing piece while the core platform stays with its incumbent.
Compliance requirements are treated as design inputs, not checkboxes at the end. Accessibility to WCAG 2.1 AA is built and tested from the first screen — keyboard navigation, screen reader support, and colour contrast verified, not assumed. Security architecture follows the relevant ISM controls for the system's classification, with Australian data residency as the default, and we design service flows with the DTA Digital Service Standard in mind. We document all of this as we go, because we know your build will need to survive an internal security and accessibility review, and the documentation is part of the deliverable.
We're a Brisbane-based team and we work with councils, agencies, and government-adjacent organisations across Australia. Fixed-price quotes after a discovery phase suit government procurement well — the scope, cost, and timeline are documented before you commit, which makes approval processes simpler. Work is delivered in stages, so there's visible progress to report rather than a long quiet build. You own all the code and IP outright at the end, so there's no vendor lock-in to explain to your auditors.

Common Integrations
Government Software Questions, Answered
Can you integrate with ServiceNow, Dynamics 365, or GovCMS?
Yes. Much of our government work is building accessible front-ends and workflow tools that connect to existing platforms through their supported APIs. Your core systems remain the source of truth — custom software replaces the manual steps between them, like re-keying form submissions or emailing spreadsheets for approval.
Do you build to WCAG 2.1 AA accessibility standards?
Yes, as a baseline rather than an add-on. Accessibility is designed in from the first wireframe and tested throughout — keyboard navigation, screen reader compatibility, contrast, and form error handling. We provide documentation of conformance so the build stands up to your agency's accessibility review and DTA Digital Service Standard assessment.
How do you handle data sovereignty and ISM requirements?
All systems are hosted in Australian regions by default, with architecture mapped to the relevant ISM controls for the system's classification level. We document the security posture — hosting, access control, encryption, audit logging — so your security team can assess it properly. For higher classifications, we're upfront about where specialist accreditation support is needed.
How much does a government software project cost?
A focused build like an accessible online application form with workflow, or a public register, typically starts around $15,000–$40,000. Larger citizen portals and case management systems range higher depending on scope. We quote fixed-price after discovery, which gives you a documented scope and cost for procurement approval.
Who owns the code, and what happens after delivery?
Your organisation owns all code, designs, and IP on final payment — no licence fees and no lock-in. We hand over documentation and source code so any future vendor or internal team can maintain it. Many clients keep us on a maintenance arrangement, but that's optional, not structural.
