In a lot of government teams, the legacy system can't model the current process, so the work happens around it. Applications arrive through web forms that email a PDF to a shared inbox. Case officers track approvals in spreadsheets. Citizens phone to ask about progress because there's nowhere to check online. The big core platforms are hard to change and expensive to touch, so the workarounds accumulate, and so does the manual handling between them. Then a freedom of information request or an audit lands, and assembling the record takes far longer than it should.

For a high-volume, standard process with a long life ahead of it, a configurable case management product, or an extension of the platform you already run, is often the better buy. Products bring vendor support, existing security assessments and a procurement path your organisation may already have. A custom build earns its place when the process is specific to your team and too small to justify a large platform configuration project, when a public-facing form or register needs to be fully accessible, or when two systems need an integration layer rather than another manual handoff.

A small development team is most useful on the layer citizens touch: an accessible online application form that replaces a PDF workflow, a case management tool that matches how your team processes requests, a public-facing portal or register, or an integration that moves data between GovCMS, ServiceNow or Dynamics 365 instead of staff re-keying it. Councils and smaller agencies are where that kind of focused build fits best. We're also comfortable working alongside larger vendors, building the citizen-facing piece while the core platform stays with its incumbent.

We test accessibility to WCAG 2.1 AA from the first screen, checking keyboard navigation, screen reader support and colour contrast on every release. Security architecture follows the relevant ISM controls for the system's classification, with Australian data residency as the default, and we design service flows with the DTA Digital Service Standard in mind. We document all of this as we go, because your build will need to survive an internal security and accessibility review.
